An object can ONLY be constant in velocity if the force acting is adjusted or balanced accordingly.

Newtons First Law of Motion (Law of Inertia) states that,

"An object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force."

In order to have a constant velocity, the force must be balanced to the given inertia and be constantly adjusted over time. A constant force will result into an increase in velocity; assuming that there are no other external force present and force if the force is greater than the friction.
